Login & User Account

Q1. How can a user access the Shram Suvidha Portal (SSP)?

A user may access the Shram Suvidha Portal by opening the portal URL https://shramsuvidha.gov.in using a web browser. Where prompted, the user shall proceed with the new portal by selecting the appropriate option on the screen.

Q2. Is user registration required before logging into the SSP portal?

Yes. Any person intending to submit applications or access services on the SSP portal shall first register as a user by completing the sign up process using a valid email ID and mobile number.

Q3. What is the process for creation of a user account?

For creation of a user account, the applicant shall:

i. Select the “Sign Up” option on the portal homepage.

ii. Furnish basic details including name, email ID, mobile number, and captcha code.

iii. Verify the registration through the link sent to the registered email ID.

iv. Set a user ID and password after OTP verification.

Upon successful completion, the user account shall be created and activated.

Q4. What are the available modes of login on the SSP portal?

A registered user may log in to the SSP portal using any of the following modes:

i. OTP based login using registered mobile number or email ID.

ii. Login using valid user ID and password.

iii. Login through Parichay authentication

Q5. What happens after successful login?

Upon successful login, the user shall be redirected to the dashboard, from where various services, applications, and status tracking options may be accessed as per the user’s role and permissions.

Registration

Q1. Who can apply for registration under the Occupational Safety, Health and Working Conditions Code, 2020 and the Social Security Code, 2020 respectively?

Every employer of any establishment

i. which comes into existence after the commencement of these above-mentioned labour Codes.

ii. To which this code shall apply, shall,

make an application within 60 days in Form-I electronically through the Shram Suvidha Portal to the Registering officer for registration of his/her establishment within prescribed period from the date of applicability of these codes.

Q2. What is required from establishments already registered under other labour laws?

Every establishment already registered under any existing labour laws shall update its registration details on the Shram Suvidha Portal within a period of six months from the date of commencement of these Rules.

For “Existing with LIN”, click “Apply for New/Existing/Offline Registration”. In the “Registration Type” pop-up window, select “Existing with LIN” and set “Appropriate Government” to “Central”.

Q3. What is the process for submission of registration application to the Registering officer?

The registration of establishment application shall be submitted electronically in Form-I on the Shram Suvidha Portal by the employer after verifying the veracity of the supporting documents relating to registration of the establishment, proof of identity, PAN/TAN, and address of the employer including the information relating to the employment of Inter-State migrant workers as specified in the said form.

Q4. What is the prescribed time limit and process of issuance of Certificate of Registration by the registering officer?

The certificate of registration shall be auto generated and issued in Form-III electronically immediately on the submission of Form-I, complete in all respect by the employer.

Q5. Is it mandatory for the employer to apply for the registration of establishment on SSP portal electronically?

Electronic registration remains the standard process for an employer to apply for registration of establishment. However, in exceptional circumstances, the Central Government may notify a temporary relaxation permitting submission of Form I through non electronic modes.

Q6. What happens where an employer does not comply with registration provisions?

In such cases, the registering officer may direct the employer who fails to comply with the requirements for compliance within a specified timeframe in manner.

Q7. What are the responsibilities of an employer after obtaining registration?

After obtaining registration, the employer shall:

i. Display the non transferable Certificate of Registration at a conspicuous place in the establishment.

ii. Comply with all the conditions of the Certificate of Registration.

iii. Quote the registration number on all documents, records and correspondence prepared or issued in connection with the Code or the Rules made thereunder.

Q8. Can the registration of an establishment be cancelled after issuance?

Yes. Any registration obtained by providing wrong information shall be liable to be cancelled provided that establishment has been given an opportunity to show cause within a period of 30 days, electronically or by registered post or by speed post, as to why the certificate of registration should not be cancelled.

Q9. Is the employer required to quote the registration number?

Yes. The employer shall quote the registration number on all documents prepared or issued in connection with the Code, the Rules, Regulations or Schemes made thereunder, and in all correspondence with the office concerned.

Q10. What procedure is to be followed in case of change in ownership or other registration details?

Any change in ownership, management or other particulars furnished at the time of registration shall be updated by the employer by incorporating necessary amendment in the registration certificate on the Shram Suvidha Portal within thirty days of such change.

Q11. Can an employer apply for cancellation of registration?

Yes. Where an establishment is closed, the employer may apply online for cancellation of registration after:

i. Furnishing details of all statutory dues,

ii. Clearing all outstanding dues payable to workers,

iii. Filing all prescribed returns

Q12. Is the employer required to give notice of commencement, completion, or cessation of work?

Yes. The employer shall notify the Inspector cum Facilitator in Form VI, within thirty days of:

i. Commencement of any work

ii. Completion of work, or

iii. Cessation of the establishment.

Q13. Are there any additional requirements while submitting a notice of completion?

Yes. The notice of completion/cessation shall include a certification by the employer confirming that:

i. All dues payable to the workers have been settled, and

ii. The premises are free from any hazardous chemicals or substances, wherever applicable.

Q14. Which establishments are mandatorily required to submit Commencement and Completion of work notices?

. Establishments operating as mines, contract labour establishments, and establishments engaged in building or construction work shall furnish notices of commencement and cessation in Form IV within the prescribed time.

Licence

Q1. Who is eligible to obtain licence?

A contractor as an entity or as an individual can apply for obtaining licence, who is not an undischarged insolvent or were convicted in the last 2 years for an offence punishable with imprisonment over 3 months.

Q2. How do I apply for a licence?

A contractor can apply for licence Online in Form XXI through the Shram Suvidha Portal (www. shramsuvidha.gov.in).

Q3. What is the validity of licence under OSH & WC Code, 2020?

The licence shall remain valid for 5 years from date of issuance.

Q4. In what form is the licence issued and what are its general conditions?

The licence shall be issued electronically in Form XIII. The general conditions of the licence include the following:

i. The licence is non transferable.

ii. The number of contract workers employed shall not exceed the maximum number specified in the licence.

iii. Licence fees paid for grant or renewal are non refundable.

iv. Wages payable to contract workers shall not be less than the wages notified under the Code on Wages, 2019, or such higher wages as may be prescribed under any award, agreement, or settlement.

Q5. What will happen to licence under the erstwhile central acts on or before the notification of the OSH & WC rules, 2026?

In case any licence for engaging contract labour has been obtained under any central labour acts prior to the notification of OSH & WC rules on 08.05.2026, in respect of any establishment, shall be deemed to have been obtained under the provisions of the OSH & WC code 2020 and shall be valid for a period for which it was issued and the licence shall have to be obtained afresh after its expiry. There is no provision for amendment for such licences in the OSH & WC Code, 2020/ OSH & WC Rule, 2026.

Q6. How can I get my Labour Identification Number (LIN)?

The Labour Identification Number (LIN) will be generated automatically for establishments that complete registration on Shram Suvidha Portal 2.0 and meet the prescribed threshold for registration.

Establishments that do not meet the prescribed manpower threshold for mandatory registration may also obtain a LIN by filling the registration form available under the section “Registration under OSH & WC Code and CoSS, 2020” on Shram Suvidha Portal 2.0.

Q7. How to obtain the All India (Central) Licence?

The applicant will have to select the option in the portal. After filling up the basic details the applicant (contractor) will have to select the states in which he/she is desirous of engaging contract labourers in central establishments. Thereafter, he/she will have to fill up the maximum number of contract labours that he/she intends to engage in all such establishments in different states.

Subsequently, the applicant will be redirected to a payment portal for payment of licence fee. Once the fee is paid, a challan for paid security deposit will be generated in the portal. The applicant shall have to generate the required Bank Guarantee from the designated bank and after e-sign, the Certificate of Licence will be auto generated.

Q8. How will I update the work order in the All India (Central) Licence?

Once the All India (Central) licence has been obtained, the applicant (Contractor) can update the work order details in the portal by selecting the amendment module under the Licence. Here, He/ She would be required to upload the work order with 15 days and fill the relevant details, including the number of contract labours engaged in the portal. The Licence fee and the Bank Guarantee corresponding to the work order uploaded by the applicant shall be adjusted against the licence fee deposited and the bank guarantee given at the time of obtaining the All India (Central) licence.

In case, the applicant uploads the work order, whereby, the cumulative total of the contract labours becomes more than the “Maximum number of Contract labour” mentioned at the time of obtaining the All India (Central) Licence, then he/she will be directed for making the payment of additional licence fee and relevant security deposit.

Q9. My licence process is not getting filled under SSP 2.0 through T-LIN issued on older portal?

A licence under the OSH & WC Code cannot be applied for on SSP 2.0 on the basis of a T-LIN generated under the earlier Acts, as the erstwhile Acts now stand repealed. Such registration may be completed on SSP 2.0 by using the LIN generated on the previous portal under the option “Existing Registration with LIN”.

For obtaining a licence under the new Code through SSP 2.0, the contractor shall first ensure that the concerned establishment / employer is registered on SSP 2.0.

The T-LIN generated during this registration process may thereafter be used by the contractor for applying for the licence on SSP 2.0.
